Honestly, themes are cool but a bit of a grind to get. Been there, done that. Make sure you're ready for lots of quests. Worth it, though, for making your vault feel like home.
To craft themes in Fallout Shelter, first, you gotta unlock the Theme Workshop, which becomes available once you have 20 Dwellers in your Vault. Then, collect theme recipe fragments during quests. Once you have a complete theme recipe, head back to your Theme Workshop, select the theme you want to craft, and voila! Give it some time, and soon your vault will have that snazzy new look.
