Okay, here's the secret sauce: Born in Romania, get rich and famous, visit the witch doctor till you get the vampire transformation. Easy peasy. Worked for me every time.
First, make sure your character is born in Romania, then become a famous actor. You'll need money and fame for this. After that, head over to the witch doctor regularly until you get the vampire transformation. Boom, vampire status unlocked!
