Oh, taking the law into your own hands in San Andreas, are we? To start vigilante missions, first you need a police vehicle. It doesn't have to be a car; bikes and even the police tank work! Once you're in, press the mission trigger button (right on the D-pad for consoles, '2' key on PC by default). Missions will start, and you’ll get to chase down and neutralize criminals. Remember, each level gets tougher with more bad guys to chase. Keep your vehicle in good shape and stack up on body armor and weapons!

Pro tip: If you can, grab the police tank for vigilante missions. It's practically indestructible, making your mission way easier. Did it myself, and it was a blast cruising and taking down perps without worrying much about getting wasted.
