To donate gear in The Division 2, head over to a settlement or the Base of Operations. Find the Project Officer and interact with them to donate gear. Easy peasy!
Want to help out the settlements? Just visit the Project Officer at your nearest settlement or HQ, and you can donate your gear there.
As someone who spends way too much time in The Division 2, go to a Project Officer (usually chilling at settlements), and you can donate gear directly.
