Honestly, there isn't a donate button like you might hope. You're better off just giving people money directly through the wallet feature.

Super easy! Just open your phone menu in RoCitizens, tap the wallet icon, and then click 'Give Money.' Enter the amount and the player's name, and voila!
Just click on the dollar sign in your phone menu, type in the amount and the player's name, then hit 'Send Money.'
From personal experience, just open the wallet on your in-game phone, hit 'Give Money,' then enter the amount and the recipient's name. It's as simple as that!
