You can't officially downgrade the Xbox 360 dashboard. Microsoft doesn't provide any support or tools for downgrading. But, you could try factory resetting your console. It won't downgrade the dashboard but might fix any issues you're having.

As someone who tried it, I'll tell you this: save yourself the hassle. Downgrading isn't supported and can mess up your console. Stick with the latest updates for the best experience.
