To download clothes in Animal Crossing, you gotta hit up the Able Sisters shop once it's unlocked in your game. There, you can use the kiosk in the back to access custom designs made by other players. Just enter the Design ID or Creator ID you're after, and boom, new threads for your character. Also, don't forget about those seasonal events and collabs that drop exclusive clothing items too!
