Downloading DLC on Steam is super easy. First, make sure you're logged into your Steam account. Then, head over to the game's page in your library. You'll see a section for DLC. Just click on the DLC you own or want, and there should be an option to install it right there. If you've just bought the DLC, Steam might start the download automatically!

Just hit up the game in your library, find the 'DLC' section, and click 'install' on the ones you've bought. Steam automatically queues them for download.
