First, be sure you're signed into your PlayStation Network account. Navigate to the PlayStation Store, search for the DLC, add it to your cart, and complete the purchase. It will then start downloading automatically.

You gotta go into the game after buying it sometimes. Go to the game menu, then look for 'Downloadable Content' or 'Additional Content,' and it might prompt the download there.
