Honestly, Steam makes it too simple. After buying the DLC, sometimes it doesn't show up immediately in-game. In those cases, I've found that checking the game's DLC section in the library to make sure it's checked to be installed helps. Once, I had to restart Steam for the DLC to kick in. So, if you don't see your DLC, don't panic, just double-check things and give it a moment.

Super easy, peasy! Just go to your Steam library, click on the game that you want the DLC for, and you'll find a 'DLC' section on the game's page. It lists all available DLCs there. Just click 'Add to Cart' for the ones you want, purchase if necessary, and Steam will automatically download and install them for you. Make sure the game is not running when you do this, or you'll have to restart it to see the changes.
