First, add your local files to Spotify by going to Settings > Local Files and toggling 'Show Local Files' on. Then create a new playlist, add your local tracks, and download the playlist to listen offline!

Honestly, the quickest way: go to Spotify settings, enable local files, create a playlist with those files, and download the playlist. Done.
