Luigi isn't in Super Mario 64, but if you grab Super Mario 64 DS, you can unlock and play as him. Just need to rescue him from Big Boo's Haunt!

You can't really download Luigi on the original Super Mario 64, but you can play as him in Super Mario 64 DS.
