Just apply on their website, wait for approval, and boom, welcome to PBE! It's pretty straightforward but does require patience.
Downloading PBE Valorant isn't the same as downloading the main game. You gotta go through a couple more hoops! First off, you need an active Valorant account that's in good standing (no bans, please). Then, hop over to Riot Games' PBE sign-up page and apply for access. If you're selected, Riot will send you an email with all the instructions needed to download and install the PBE client. Remember, PBE slots are limited, so not everyone who applies gets in.
