TBH, just download games overnight. Why stress over speed when you can wake up to a freshly downloaded library?
First off, start with the basics: make sure no one else is hogging the bandwidth on your network. Then, you can try changing your Steam download region to a less busy server. You'd be surprised how much it can help! Also, pause and resume the download if it seems stuck or slow. Sometimes that gives it the kick it needs.
Limiting the bandwidth for other applications can work wonders. I set Steam as the priority for my network's bandwidth, and game downloads are zipping by now.
Settings > Downloads > Clear Download Cache in Steam can sometimes speed things up. Also, don't forget to check if Steam's throttling downloads during gameplay - turn that off if you're not gaming.
