Tried and tested - Steam Link is the way to go. Installed it on my phone and now I can play my PC games from anywhere in my house. It's not downloading, but it's the next best thing!
Nope, you can't download Steam games directly on a phone. They're for PC, mate. Best you can do is stream 'em with Steam Link.
