You gotta have a modded Xbox 360 to install XeX Menu. Once you've got that, just pop in a USB with XeX Menu on it, transfer to the console, and you're good to go!

Seriously, your Xbox 360 needs to be JTAG or RGH modded first. Then, you can just download the XeX Menu files from the internet, stick 'em on a USB, and transfer them over. Pretty straightforward!
