From experience, I recommend starting by sketching Goku's face, then draw the front bangs first. After that, work your way around the head, keeping the spikes varied in length.
Ok, so draw a circle for his head first. Add spiky lines for the hair around it, making them point upwards and outwards. Voila! Goku's hair.
