Tap on 'Your Story', choose a photo, click on the squiggly line (draw tool), pick a color, and draw away!
All you need to do is open the Instagram app, swipe right to access the Story mode, pick your template, and tap the draw icon (a squiggle) in the top row. Choose a color and go Picasso on it!
