Why not just find a ready-made GIF online? It's probably out there somewhere.
First-hand here: I made one using Clip Studio Paint. Drew the basic face, then duplicated the layers, slightly tweaked the eyes and mouth, and exported as GIF.
Just create a few frames of Saitama's face with slight variations. Use tools like Photoshop or Procreate to animate it into a GIF.
