Start by studying the design of your favorite Pokemon cards. Notice the proportions, colors, and how the background interacts with the character. Use reference images and start with pencil sketches to get the basic shape and pose right. After you're happy with the sketch, go over it with ink or a fine liner, then add colors. Remember, practice makes perfect, so don't get discouraged if it doesn't look amazing right away!
YouTube tutorials are gold. Seriously, there's a how-to video for drawing pretty much every Pokemon. Not only do you see the process from start to finish, but you also pick up tips and tricks specific to Pokemon artwork.
Honestly, just trace them. If you're not planning to sell or claim the original design as your own, tracing can be a great way to learn. You'll get a feel for the lines and shapes that make up Pokemon characters and their setting.
