Honestly, it's all about grinding with your favorite shooty friends until they let you carry two at once. Hitman level is your ticket to coolness in Los Santos. Worked for me after too many hours than I'd like to admit.

To dual wield in GTA San Andreas, you gotta skill up your weapon stats first. Use the same type of weapon a lot until your skill level reaches 'Hitman'. Once you hit that level, you can start dual wielding weapons like pistols, sawed-off shotguns, and tec-9s. Just keep blasting and you'll get there!
