Just grind, man. There's no real 'fast' way without grinding or spending real cash on Shark Cards. But yeah, heists and special cargo are decent if you have the patience.
VIP missions, hands down. They're quick, easy, and you can do them solo. Start a VIP organization, and hit those Sightseer and Headhunter missions back to back. Easy money.
Time to get controversial, but honestly, buying Shark Cards. If you value your time over money and want a quick boost, Shark Cards are there for exactly that reason. Not everyone's cup of tea, but an option nonetheless.
