You can use a game engine like RPG Maker or GameMaker Studio to create something similar to Undertale. These engines are beginner-friendly and have lots of tutorials!

Good luck, but it's not going to be 'easy.' Undertale's charm comes from its detailed characters and story. Start small, maybe with a basic RPG tutorial online?
