To enable chat in Roblox on Xbox, go to the settings menu, navigate to the 'Privacy & Online Safety' section, and make sure communication settings allow it. Sometimes a parent or guardian needs to turn on these settings through their Xbox account.
You have to go to Xbox Family Settings and ensure chat is allowed there first.
Had the same issue! Make sure your account isn’t set to “child” mode or chat options might be restricted.
