Go to the options menu, click on the 'Keyboard' tab, then press 'Advanced.' Check the 'Enable Developer Console' option and hit OK. Press '~' to bring up the console!

All you gotta do is go into Options, Keyboard, Advanced, and tick the 'Enable Developer Console' box. Hit the tilde (~) key, and you're good to go!

Simply open TF2, go to Options > Keyboard > Advanced, and enable the Developer Console. Then, just press the tilde (~) key to use it.

Honestly, it's just as simple as hitting Options -> Keyboard -> Advanced, then enabling the console. The tilde key (~) opens it. Easy peasy.
