First, you need to find the XCOM Enemy Within launch options. Right-click the game in your Steam library, select Properties, then under General, click Set Launch Options. Add `-allowconsole` to the text box. Now, in-game, press the tilde (`~`) key to bring up the console and start commanding your troops like a boss!
