Open the options menu, go to 'Keyboard' and press F3. Then hit F8 to free your mouse, uncheck the 'Disable Console' option in the top left, and press F8 again to close the menu.

I've done this: Open options, hit F3, then F8 to move your mouse. Uncheck 'Disable Console' and hit Enter or ~ to open the console after. Worked perfectly on my PC!
