To enable the console in The Binding of Isaac, go to your Steam Library, right-click the game, select Properties, then add "-console" to the Launch Options. Bam, you're set!

Hit ~ for the console, but remember, you'll need to use the "-console" command in the Launch Options for it to work. Easy peasy!
