To enable the developer console in XCOM: Enemy Within, you need to modify the configuration file. Go to your XCOM installation directory, usually something like '.../Steam/steamapps/common/XCom-Enemy-Unknown/XEW/Binaries/Win32'. Then, open 'XComEW.exe' and add '-allowconsole' at the end of the target line in the shortcut properties.
