Actually, Steam doesn't specifically call it 'local transfer' but the feature you're looking for is Steam's 'Steam Library Sharing'. It lets you share your game library with family and friends on the same local network. Just go to Steam > Settings > Family, and enable 'Family Library Sharing'.

FYI, there's no such thing as 'local transfer' on Steam in the way you might think. You might be thinking of downloading or sharing games locally, which is kinda covered by Steam's Family Sharing or downloading from local sources in the Download settings.
