I've had this problem too! Just head to multiplayer options, uncheck 'Disable sprays,' and ensure the server allows sprays. Worked like a charm for me!
Go to Options > Multiplayer, make sure 'Disable sprays' isn't checked. Also, ensure sv_pure is '0' on the server.
