Oh, super easy fix! Just open up Steam and head to the 'Steam' menu in the upper left corner. From there, click on 'Settings' if you're on PC, or 'Preferences' on a Mac. Navigate to the 'In-Game' tab and make sure to check the box that says ‘Enable the Steam Overlay while in-game’. Boom, done! Restart your game, and you should see the Steam Community pop up when you hit Shift+Tab.
Idk why everyone makes a big deal out of it, I never use it. Just play the game lol.
Make sure to check if the game actually supports the Steam Community features. Not all games do, especially the older ones or non-Steam games added to your library.
