Easy-peasy! Open Steam, go to Settings -> In-Game tab, and make sure 'Enable Steam Overlay' is checked. Then, restart PUBG and you should be good to go!

Just go to Steam settings, find the In-Game tab, and check the box for Steam Overlay. If it's not working, try restarting both Steam and PUBG.

From my personal experience, you just need to enable it in Steam's In-Game settings. I had to restart both the game and Steam for it to work though!
