Make sure your Steam Deck is updated to the latest firmware. Sometimes touch screen issues are just a matter of needing an update.
Check your settings in Gaming Mode and Desktop Mode. Sometimes toggling touch screen settings on and off can re-enable it.
Been using my Steam Deck for months, and the touch screen always worked without a hitch. If yours isn't, it might be a hardware issue, so contacting Valve support might be your best bet.
