You have to tweak your Xbox privacy settings first. Go to Settings > Account > Privacy & online safety > Xbox Live privacy > View details & customize > Communication & multiplayer, and ensure that your voice chat is enabled. Then, in Roblox, go to settings and toggle on voice chat.

Sorry, but as of now, Roblox doesn't officially support voice chat on Xbox One. Best to use external chat options like Discord.
