First-hand experience here: Navigate to `My Gameslah blahaseengine.ini`, then find the `[Engine.Console]` section. Set `ConsoleKey=Tilde`. Now, hitting the ~ key in-game brings the console up. Worked for me!

Editing `baseengine.ini`? Could be risky if you don't back up. Be careful!

Super easy! Go to `Documentsiraxis games eturn to xcomininalpathaseengine.ini` and change `consolekey` from `None` to `Tilde`. Restart the game, and voila!

Just edit the `baseengine.ini` file. Search for `ConsoleKey` and set it to `Tilde`. Done.
