Getting into the Primary Containment Facility involves finding the Blue Tablet, which you can craft once you scan it at the Alien Thermal Plant near the Lava Lakes. Once you have the Blue Tablet, the facility entrance is in a big cavern at the center of the Lava Lakes. Trust me, it's totally worth the effort!
