Turn off your PS3 completely, then hold the power button until you hear three beeps and it turns off again. After that, hold the power button again until you hear two quick beeps, then release it. Ta-da, you're in Safe Mode!

Speaking from experience, power off the console first. Then, press and hold the power button until you hear three beeps, and it turns off. Now, press and hold the power button again; you'll need to listen for two quick beeps. Release it, and welcome to Safe Mode!
