I've done this a bunch of times. Hold the power button until the PS3 turns off, then hold it again until you hear a second beep. Safe Mode should pop up.

To enter Safe Mode on a PS3 Super Slim, turn off the console, then press and hold the power button until it turns on and off again. Release, then hold the power button again until you hear two quick beeps. Voilà, you're in Safe Mode!
