First things first, you need to clear out the enemies surrounding the outpost. Once you've done that, look around for a control point officer; they're usually hanging out near the flag. Talk to them to capture the outpost. Boom, you're in!

You gotta secure the surrounding area first (aka blast Outcasts). Then, find a control point officer, talk to them, and the outpost is yours!
Experience tip: after you clear the area, make sure to check every room and corner. Sometimes those control point officers love to play hide-and-seek.
