Go to Arsenal, select your Warframe, then Appearance, Attachments, and finally Syandana. Pick your cape and save settings!

First, make sure you've got a cape (syandana) in your inventory. Go to your Arsenal, click on the Warframe you want, then Appearance > Attachments > Syandana. Pick the cape you want, and voilà, you're ready to look fabulous while slaying enemies!
