Had the same issue! Go to your ship's customization screen, select a free slot, and equip the Comspike module from your inventory. Works like a charm!
Just click on your ship's equipment panel and slot in the Comspike module. If you can't find it, double-check your inventory!
To equip the Comspike module in Starfield, head to your spaceship, open the ship menu, and select the module slot. Then, just drag and drop the Comspike into the slot. Easy peasy!
