Ah, Exodias! Those are arcane enhancements for your Zaws. First, craft or buy a Zaw at Hok's Anvil in Cetus. Then, head to your Arsenal, select your Zaw, and open the upgrade menu. You'll see slots for Arcanes - that's where you equip your Exodias!
Don't make it complicated. Just go to Cetus, get a Zaw, and slot the Exodias in the upgrade section.
From my countless hours in Warframe, here's the deal: go to Cetus, get a Zaw from Hok, and then attach Exodias in the Arsenal. Pretty straightforward.
