Just head to your Arsenal, hit the Attachments tab, and you'll find the Harmony Ribbon under Auxiliary items!

To equip the Harmony Ribbon, go to your Arsenal, open the Attachments tab, and find the Auxiliary slot. Select the Harmony Ribbon from there and you're good to go!
