Honestly, I've been playing Palworld since it came out and equipping harnesses is kinda buggy. Make sure your game is updated and if it still doesn't work, try restarting. Worked for me a couple of times.
Just drag and drop the harness onto your Pal in the inventory screen. If it doesn't equip, you might have the wrong type for that Pal.
Don't bother with harnesses. Focus on leveling up your Pals naturally. Makes the game more fun and challenging.
