Scout for a location that provides good access to resources, and then use the 'Establish Outpost' option from your base menu.
Honestly, it's not rocket science. Just find a spot you like, clear it of undead, and claim it. Easy peasy!
From my experience, pick a place with good defensible positions and nearby resources. Then, build and upgrade facilities as needed!
