To establish supply lines in Fallout 4 on PS4, you first gotta get the Local Leader perk (which requires you have at least a Charisma level of 6), then head to your settlement. Find a settler you wanna assign, go into workshop mode, and hit the 'Supply Line' button which will prompt you to choose the destination. Voila, now you have a supply line connecting your settlements!

Honestly, I never bothered with supply lines. I just hoard everything like a dragon. But yeah, Local Leader perk is the key if you're into that sort of thing.
