Don't talk to them, don't fulfill their requests, and don't even hit them with nets (as tempting as it may be). Over time, they'll feel left out and consider moving. Another method is to report them to Isabelle at Resident Services, though this is more about resetting their speech or clothing than getting them to move. Lastly, if you're lucky, a thought bubble indicating their consideration to move might pop up randomly. Seize that chance to encourage their departure!
