Easiest way? Use a Mossy Lure Module! Just get within range, select your Eevee, and you should see the evolve button for Leafeon. You gotta have 25 Eevee candies, though.

If you want a guaranteed Leafeon, name your Eevee 'Linnea' before evolving it. This is a one-time trick but it works like a charm. Just remember to have those 25 Eevee candies ready.
