You just need to level up Eevee near an Ice Rock! For example, in Pokémon Sword and Shield, Level up Eevee near the Ice Rock in Route 9.
You have to find an Ice Rock in your game and level Eevee up near it. Pokémon Sword and Shield? Look in Route 9!
In Pokemon Legends: Arceus, there are specific Ice Rocks in the Alabaster Icelands. Just take Eevee there and level it up!
